April 19, 1902 — Seeking to modernize and strengthen its motive power, the East Tennessee & Western North Carolina Railroad placed an order for a new and more powerful 2-8-0 Consolidation locomotive. This new engine was intended to expand upon the capabilities of their earlier No. 3, built in 1882. Influenced by the advancements found in the larger Baldwin Class 10-26E locomotives operated by the Florence & Cripple Creek Railroad, the ET&WNC specified a similar design for their next addition. Designated as No. 4, the locomotive would follow the 10-26E pattern but feature slightly smaller 10-24½E cylinders, reflecting a balance between increased performance and the specific needs of the narrow-gauge line.
